Transfer Marquette "Yooper Dome" expense from NMU to the state

To create a State Facility Authority to take over the operation of certain university arenas or similar facilities (the Superior Dome at Northern Michigan University in particular). The authority would be managed by an 11-person board appointed by the governor with the advice and consent of the Senate. This would have the effect of transferring some $1 million in debt service and net operating costs each year from NMU's budget to the state, plus any addtitional repair or other demands. The source from which this money would come is not specified in the bill.
