Revise "individual development account" welfare program

To require the Department of Human Services to coordinate the <a href="http://www.michiganvotes.org/2003-HB-4969">“an individual development account”</a> program (which allows a welfare recipient to accumulate funds for a home down payment, college, or business start up) with the individual or family development account program of the Michigan State Housing Development Authority (MSHDA).
