Revise government mental health services

To create a simplified uniform assessment standard at community mental health agencies to determine if a person needs mental health services. The standard would be if an individual who represents a danger to self or others because of mental illness, or who, based on competent clinical opinion, can reasonably be expected to represent a threat to self or others in the near future because of inability to understand the need for treatment or attend to basic physical needs such as food, clothing, or shelter.
