Revise cleric’s counseling license exemption

To require parents involved in a divorce to file with a court a proposed parenting plan before a hearing on or determination of issues regarding a child of the marriage. If a parenting plan is in dispute, the parents would have to attempt to arrive at a mutually agreed upon plan by an alternative dispute resolution process.
