Promulgate anhydrous ammonia security recommendations

To require the Agriculture Commission to establish safety and security practices regarding the handling of anhydrous ammonia, and to exempt individuals who maintain anhydrous ammonia in compliance with those standards from tort liability. Anhydrous ammonia can be used to manufacture illegal methamphetamine.
