Earmark certain Secretary of State fees

To require the unused portion of fees collected by the Secretary of State under its personal identification card records commercial look-up service to be deposited in the transportation administration collection fund that is used to cover part of the budget of the Secretary of State, rather than reverting to the general fund. Note: The issue of transferring road tax dollars to cover Secretary of State administration expenses has been perennially controversial in recent years.
