Revise city legal notice posting requirements

To allow cities to post certain required legal notices in the office of the city clerk and five other public places in the city, or in the clerk’s office on the city’s web site, and eliminate a requirement that they must post the entire notice in a newspaper. Instead, they could just publish an abbreviated notice in the newspaper of where the full notice can be read and what the notice is about.
