Clarify child car seat waiver

To clarify that a court must waive the fine for violation of the child safety booster seat mandate contained in the mandatory seatbelt law if a violator shows proof of a subsequent acquisition of a booster seat before the citation appearance date. An existing waiver requirement applies to a booster seat mandate contained in another section of statute.
