Increase traffic penalties in residential zone

To increase the penalties for committing a moving traffic violation in a posted residential zone designated by the local government. These violations would be subject to the same enhanced penalties that now apply to violations in road work or school zones, including up to 15 years in prison if the violation causes a death.
