Define role of Mackinac Bridge Authority

To repeal the law transferring authority over the Mackinac Bridge from the Mackinac Bridge Authority to the state Department of Transportation after the bridge’s "refunding bonds" are paid off. These bonds were never issued, so the law is moot.
