Authorize grants for local wastewater application consulting costs

To create a new “wastewater application grant fund” to be expended for grants to cover the engineering and consulting costs incurred by local communities associated with sewage treatment projects. This fund would use money borrowed under the Great Lakes Water Quality initiative of 2002. See also House Bills 4572 and 4573 and Senate Bills 789, 790, 799 and 800.
