Prohibit employment for less than specified wage

To increase the penalty on an employer who pays an employee a wage that is less than the minimum amount allowed by the state, from a civil fine of $1,000, to a fine of $1,000 a week for each week the less-than-mandated wage is paid. See also House Bills 4514 to 4518.
