Mandate juvenile delinquent special education accommodations

To require youth agencies that operate facilities for the care of juvenile delinquents and other public wards to perform a special education evaluation of a public ward who exhibits difficulty in the general education program even without parental consent, if good-faith attempts have been made to obtain parental consent.
