Mandate juvenile delinquent special education accommodations

To require youth agencies that operate facilities for the care of juvenile delinquents and other public wards to provide specialized counseling from a school psychologist, school social worker, or school counselor for each public ward whose individualized education program (as proposed by House Bill 5253) indicates a need for specialized counseling.
