Mandate juvenile delinquent health record procedures

To require youth agencies that operate facilities for the care of juvenile delinquents and other public wards to develop and implement policies and procedures for obtaining the health records of public wards entering the facility, and to implement a medical record-keeping system to document all mental health services in a single medical chart to ensure proper care, and to prevent adverse medication interactions.
