Mandate juvenile delinquent special education accommodations

To require youth agencies that operate facilities for the care of juvenile delinquents and other public wards, and which provide the individualized education program proposed by House Bill 5253 for a public ward in need of special education programs, to select a specific model of service delivery based on the individual public ward's needs.
