Revise county millage effective date

To allow a county whose voters renewed an expired millage in an election held on August 3, 2004, to collect the tax in 2004, notwithstanding a requirement in law that a millage approved in an election held after April 1 can only be collected starting in the following year. This applies only to a 9-1-1 service millage renewal passed in August of 2004 by voters in Missaukee County.
