Revise appeals judge office restrictions

To revise the law that prohibits a court of appeals judge from maintain offices outside off Lansing, Grand Rapids, Detroit, or Southfield. Instead, an appeals judge could maintain offices in the district where he or she was elected, or in the city where the principal court of appeals facilities are located.
