Allow school boards to buy state employee insurance for teachers

To authorize the state to offer health insurance coverage to school employees similar to the coverage it offers to civil service employees. A school district could contract with the state and pay it for the cost of this coverage. Reportedly the state spends approximately 25 percent less per employee for health coverage compared to many school districts.
