Revise state grants to ISD details

To eliminate a requirement that Intermediate School Districts (ISDs) receiving state "parenting skills" grants use a portion of the money to evaluate the program’s effectiveness. ISDs would still be required to submit data each year on the number of children that received services covered by the grants, including the number from low income households.
