To clarify that all local governments have the authority to grant (or deny) a temporary entertainment permit to an establishment with a liquor license. Such a license is required for dancing, the presentation of “monologues, dialogues, motion pictures, still slides, closed circuit television, contests, or other performances,” or “topless activity”.
