Prohibit employment for less than specified wage

To make it unlawful to pay less than $6.75 an hour to an hourly employee beginning Jan. 1, 2004, and less than $7.75 beginning Jan. 1, 2005, notwithstanding any voluntary agreement between the employer and employee. The current minimum wage level required for hourly employees is $5.15 an hour. Certain union contracts (which call for much higher wages) are indexed to this minimum wage.
