To prohibit a mischaracterization of a candidate's race, sex, religion, or ethnicity in an election campaign phone call to an elector. A campaign phone call containing a reference to a candidate's race, sex, religion, or ethnicity would be required to include disclosure of who is paying for the call, and whether or not it is authorized by a candidate committee. Violations would be punishable by a $1,000 fine and up to 93 days in jail.
