Revise county solid waste management plan requirement

To repeal an existing prohibition on the disposal of out-of-county solid waste or municipal solid waste incinerator ash unless it is provided for in the receiving county’s solid waste management plan. Under current law, each Michigan county must have a solid waste management plan.
