Tighten law against selling fetal tissue

To prohibit collecting a fee for selling, transferring, distributing, or giving away an embryo, fetus, or neonate for nontherapeutic research prohibited by state law, benefiting financially in any way from these actions. The bill would prohibit performing an abortion if part or all of the consideration for the abortion procedure is for the embryo, fetus, or neonate to be used for research or study.
