To authorize the withdrawal of $10 million from the Michigan Employment Security Act contingent fund for deposit into the state general fund in fiscal years 2002, 2003, and 2004. The money will allow the state to reduce spending by a smaller amount than would otherwise be required given that revenue that is expected to be less than originally projected.
