To assign to the Family Independence Agency (FIA) all rights to child support payments made on behalf of a child for whom the agency is making foster care maintenance payments. After the foster care payments cease, the agency would have a right to past due support payments up to the total amount of total past foster care payments, but not to future support payments. The bill would also require the FIA to pay a support subsidy to the adoptive parents of a child whom the state has determined should not be returned to the child's parents, eliminating a requirement that certain other findings of need be met first.
