To authorize the withdrawal of $10 million from the Michigan Employment Security (unemployment insurance) administration fund for transfer to the state general fund in each of Fiscal Years 2002, 2003, and 2004, so as to reduce the need for spending cuts as a means to make up for lower-than-expected state tax revenues.
