To allow former legislators who have vested in the legislative retirement system lifetime health coverage benefit (that is, those with six years of service, or four years for those who served before 1997), but have not yet reached the age at which they are eligible for the benefit (age 55), to purchase the same health coverage as those who have reached age 55, at a cost no greater than the actual premiums paid by the state.
