On the surface this seems like a good idea, both for the consumers and the car builders. I doubt it will go anywhere as this State cant get enough money to throw away at their constant attempts to engage in Behavior Modification thru taxes, or fees. Too bad that while it will get the support of the people...

This is a great Idea, but is the state in a position to give out subsidies? And besides, What cars are totally made in America anymore? I can't think of any.
