So what happens if a welfare recipient is found positive for drugs? His cut from the money and the welfare may be his only source of income, what happens with that person then? I don't want to think about that outcome. Wouldn't the drug testing money be better invested for funding anti-drug initiatives? Some people are addicted to drugs but
