How will the state afford this, given declining revenues? Does this violate the separation between church and state?

Districts have budgets, debt, contracts, transporation, and neighborhood connections that make them districts. It is absurd to think that 51% of parents in any school could undue every other commitment to a school and community. This is why we have locally elected school boards. Please stop taking authority away from local school boards and communities

This sounds like a great idea. Research suggests a link between physical activity and learning. How will school districts fund this mandate? Is this an unfunded mandate?

What is the purpose of eliminating the continuing education requirement? Teaching is a profession that requires constant learning. As an expectation of this profession, it makes sense for teachers to earn additional credit hours beyond their initial teaching certificate. It does not make sense to eliminate this requirement.
