This seems reasonable enough. It is somewhat surprising this has not been a requirement all along.

My understanding is there is an official who checks all bills for a basic constitutionality check prior to a vote. Has he seen this one yet?

Farmer's markets seem to take on a life of their own from my observation. It is exciting and proper that they do so. Aside from perhaps "infrastructure improvements" it seems like free markets could, and would want to, provide many of the listed functions themselves if left on their own. I'm all for seeing reduced drug use in our state. However... Is this Bill consistent with a conservative interpretation of our Constitution? Is it consistent with less, and less intrusive, government? Will expanding the power and role of the NADDI (never heard of them before!) through the use of the NPLEX (never heard of that either!) really achieve

Wow! That's an impressive leap to suggest that anyone from the private sector would be incompetent to perform such a function! Let's see...who got us where we are in the first place?

Does the EPA even have constitutional authority here? Seems like there is serious potential for taxation without representation.
