I'm not sure our prisons serve the community at all and aren't just money pits for the government. Michigan enacted the "Truth in Sentencing" guidelines (to allow for prisoners that had reached their minimuim sentence served to be released from prison and no longer a taxpayer burden and yet 95 % of those eligible for release are "flopped"
