fairly stoopid approach, unless of course the bill prevents your credit card company from charging the retailer the 3% service charge. It actually costs the retailer every time someone charges the purchase, so its only fair to give a cash discount.

The legislator should have a better understanding of the process and how it works. They are full time legislators, they, at least the committee, should have the time and understanding. This sounds like a waste of money.

Good thought, but I think there is a better way of handling it than to put the burden on the tax payer. More details after the election but it involves the water sheds and state of environmental emergencies. Minimal cost to the state...
