Turkey licenses need to be sold over the counter. No more lotteries. And anyone should be able to buy a license for the guaranteed hunt, even if they already hunted during an earlier time period.
What we have now is a mess. My two suggestions above would double the revenue to the state while barely impacting what is becoming a nuisance turky population.
