I hope this double dipping bill isn't what the GOP is so proudly calling "creating jobs". It seems to me that CPS could hire the neccessry workers, then assign one current employee to provide a one week training course, then put them to work. That's what I would call "creating jobs".
Another consideration might be to bring in local, experienced, social workers that have been layed off, to fill the positions of the retirees. That's what I would consider "creating jobs". Also, make sure that the newly hired workers are contracted non-union people so that the state can set the wage levels and not the unions.
