So I suppose people who keep their affairs in order will have to pick up the tab of the irresponsible. If someone bounces one check, then that is unfortunate. if you then bounce more on the same day then you probably know exactly what you are doing, commiting a crime. Perhaps a better way to address this would be to have a smaller penalty on the first check and then triple it on any others because you are aware of what you are doing. This seems another Nanny State type bill.
