This is a good example of why citizens no longer trust their government. We vote or accept -- sometimes reluctantly -- taxes and fees to fund some wiorthwhile or desirable government activity, only to see those funds diverted to other uses in one way or another. The word that applies to such activity in every other context is "fraud." Stop it, now.
