    No.

The Mackinac Center's tagline for this bill is misleading.  This bill has nothing to do with "unfunded mandates."

What this bill actually wouild do -- according to the MC's own description and the text of the proposal -- is water down the recently enacted law prohibiting workplace smoking (including in restaurants and bars).  That excellent law, which takes effect May 1 this year to protect the health and well-being of all Michigan citizens, was a lomng, long time coming.  Efforts to negate it wholly or in part should be rejected.

I would say the Mackinac Center's tag line is more than misleading, it is completely inaccurate.

I agree with freespeaker's take on this proposed bill to water down the no smoking law even before it goes into effect.
