I noticed this bill had a requirement that American Indians had to meet certain percentage requirement to be considered Indians, yet I saw no requirement for blacks, Eskimos, women etc. Isn't that discriminatory? Maybe the "one drop of blood is enough"rule is all that blacks need to qualify?
