     Since it doesn't seem any more unfair for an inherited house to be taxed at the "pop up" rate than for a newly purchased house to be so taxed, I do wonder WHO KNOWS a "child" who has inherited his/her parents' house and would prefer to pay less taxes.  Hey, wouldn't we all???
