    Oversight of boards that disperse funds to agencies who have bid on contracts is a good idea.  On the one hand you have the possibility of cronyism where bids are let for contracts with preference for certain companies.  On the other hand companies who bid on project offer a low ball bid and by the same token cheat of the specifications as fior example redi mix for curb and gutter projects that is short on portland cement and the gutters and curbs break down after a very short perior simply because the concrete was not up to specifications.  This applys to just about everything being purchased by the government.  There are cheats everywhere.

     I suggest an amendment to the bill to include a member from St. Clair County because Burtchville Township and the Greenwood Power Plant are served by the Detroit Water System.
