It is an interesting notion that should be explored. However, since the state has no clue what their revenues are from each fiscal quarter, where is the money going to come from for all the testing? Testing is one of the most expensive portions of any environmental project. The bill does not seem to be fiscally responsible. It needs sections on how to pay for the program without putting undue hardships on industry.
