All hail the great all powerful state government... again they must protect us from ourselves, for we couldn't begin to take care of ourselves. A worthless bill that protects us from what??

What some Bozo riding a PWC does to himself. I could not care more, though, what that same Bozo does to endanger me and my passengers while I am boating. Short of outlawing the dratted things altogether -- which would be the best solution -- at least the state should establish very strict control over who can operate a PWC, and when and where and how PWCs can be operated.
