    2008 House Bill 5969 (Clarify “residency” in pistol license law )

    Introduced in the House on April 10, 2008, to allow a temporary resident (less than six months) with a concealed pistol permit from another state to have a handgun in Michigan without obtaining the usual license. Also, to revise the definition of resident for purposes of authorizing a pistol permit to include members of the military permanently resident in this state, or Michigan residents who are in the military and serving outside the state. The bill would also create an exemption for minors at a recognized target range if the pistol is being used for target practice or safety instruction with a parent or guardian present

    The vote was 102 in favor, 4 opposed and 4 not voting

    CPL holder

    Current laws have created a Catch 22 whereby licensed CPL holders from another state that move to Michigan (I know....rare that anybody moves TO Michigan these days)fail to meet our residency requirements for application. Silly....and dangerous. It is about time that deficiencies in current regulations be eliminated. This is a start...

    Not needed

    The entire section regarding pistol registration will be eliminated if HB 4490 and 4491 become law. On that basis alone, I recommend that the House defer action on this bill until the above bills are passed; then this bill will not be needed. In the event this bill is given further consideration, I believe that the one-word change in Section 8 is not a good idea, for it eliminates any option by the gun board regarding punitive action against a CPL licensee. Changing “may” to “shall” is in this instance a mistake.

    CPL v registration

    This law addresses residency requirements for CPL holders that move here and has nothing to do with pistol registration that I am aware of. So...two completely different issues. This should be acted on...NOW...as it has never made since from the jump.

    why do you NEED

    a pistol permit when TWO constitutions guarantee our RIGHT TO KEEP AND BEAR ARMS?

    the only NO votes on this bill are from democrats? by the way, congrats to the reps from BOTH PARTIES who voted FOR this bill.
