    Section 12202 (b) needs work. "Scientific peer review" to vague for the DEQ. They cannot be trusted to do an adequate job. Please identify the process such as the EPA negotiated rule making process.

    How about to all creatures

    Does this include the horrific air quality in the 18 Counties that are some of the worst levels in the USA and the water quality with trace drugs that children are drinking and bathing in daily? Children are important but they grown up into adults with the same needs. How about just insisting that the Earth be safe and clean for all the creatures. Children included.
