Introduced in the Senate on July 17, 2007, to revise a provision requiring local governments to inspect multiple dwellings and rooming houses every two years, changing this to every six years

There are 3 financial outcomes for municipalities to do inspections: 1. They cost money and manpower and drain city recources. They would not do them. 2. They charge a nominal fee and break even. They would not do them. 3. They generate extra revenue from multi family businesses. They do them. It is a form of tax. 3 is the only outcome that would prompt a city council to initiate inspections EVEN IF one may someday save a life. Necessary every year? No. Every 5 years or if there are complaints? I'd say yes.

The previous comment makes the supposition that most cities are only interested in making money and care nothing about the welfare of the city residents. I doubt this is the normally the case. I know the City of Midland does NOT make money on it's rental inspection program.

Why then is drunk driving tolerated. I say tolerated because the fines and penalties are WEAK. In Europe you see BAC penalties begin at .05. BAC of .1 or more and you lose your license FOREVER. They don't drive drunk. We wouldn't do that here because it would cost to much revenue for the state and municipalities. Tell me the proposed water bottle deposit is for the environment and not so the state can keep more money from bottles not returned. Wanna buy a bridge in New York?
