2007 House Bill 5007 (Allow beauty shop shampooing after 350 hours of training )

Introduced in the House on July 10, 2007, to revise a prohibition on an unlicensed person doing shampooing in a cosmetology establishment (barber shop or hair salon), so as to allow a “senior cosmetology student” to do shampooing if the individual has already taken 350 hours of classes on client safety, sanitation, bacteriology, hair and scalp disorders, scalp manipulations, and proper shampooing procedure. Under current law, only licensed cosmetoligists who have 1,500 hours of training may do shampooing. See also House Bill 4842, which authorizes license fee increases

The vote was 93 in favor, 9 opposed and 8 not voting

    Shampooing clients

Yes,pass this and get it behind you! What Michigan businesses don't need is a meddling legislature. Must be the year that passed the legislature was having trouble filling out the year with something to do!

Keep Government Out of Our Hair!

Is there a real (or even imaginary) state-wide crisis in hair washing? Other than an excuse to jack up state revenues, I can see no reason in this world to license the washing of hair for pay.

    HB 5007 Shampoo

I get my haircut at our local cosmetology school. I really feel for the students when I learn of all the required hours and tuition required just to get a license to cut hair! Is governmental regulation really necesary for this service? Shouldn't the public determine for itself who is capable? The government has taken on far too many roles and responsiblities that rightfully belong to the individual.

    License to Poo

Wait till you have to get a permit to buy your own shampoo as the soap can pose an environmental hazard.

It's not brain surgery. It's shampoo. It also increases jobs. And TIPS.

    Win-win. No downside.

    A new benchmark in ridiculosity

Well, I wonder what trade union or industry association is paying for this one? Is there an American Association of Shampoo Technicians out there beating the drum for "professionalization" of their "trade", like the interior designers' lobby is doing?

    350 hours

of training to shampoo hair, and no training required to be a legislator and think of stupid laws like this one.

    Rep. Hammon's "no vote explanation"

Rep. Hammon, having reserved the right to explain his protest against the passage of the bill, made the following statement: "Mr. Speaker and members of the House: HB5007 consistent monitoring for Cosmetology establishments, and salons has become a difficult if not impossible task, and HB 5007 will only hinder existing statues. I also worry that this legislation could jeopardize the public safety in that knowledge of chemicals, and proper removal, and disposal would not be safely conducted. The Cosmetology industry has worked hard for respect projecting trained skilled individuals, and I would not wish to hurt this industry. In a time when Michigan is projecting the need for quality education, this bill would undermine the quality of education being offered in Cosmetology schools and vocational programs across this great state."

    Doing everything they

can to avoid talking and and resolving the budget. How many schools are waiting to find out what their budget is going to be for the year. Oh thats right --- ALL OF THEM. Get to work up there and make it real work - things that matter.

    State revenues?

Think of the lobbying the "beauty schools" must have done to get this passed. Now they can charge more for their programs and the poor kids who take student loans to go to these schools can go even further into debt. 350 hours to be able to wash hair! What a ripoff.

1500 hours! The beauty schools probably lobbied hard aginst this one!
