    2007 House Bill 4916 (Expand human trafficking definitions and penalties )

    Introduced in the House on June 13, 2007, to include human trafficking in the crimes that come under the state racketeering law (RICO), which among other things would allow the seizure and sale of a violator’s assets, with the proceeds going to law enforcement agencies

    Global Application

    It is commended that this amendment, as well as subsequent amendments, be passed to encompass the standards of accountability. The language allows a global application of deterrence by penalty in regards to child welfare. No longer may a child welfare agency traffic a human, or in relevance to child welfare, a child, for federal funding (aka: RICO) through the generation of fraudulent documentation. Families are now provided a rule of law to protect the rights of their own children and themselves. This is the beginning of exposing perjury in the court by social workers and abusive administrative behavior to secure federal reimbursements by DHS. Dealing with the illegal removal of children for the purposes of phantom programs, elongated stays in foster care, and termination of parental rights for permanent placement (aka:adoption) is the nexus for financial gain and organizational sustainability of these child welfare agencies, or what is now recognized as human trafficking. The actions of this legislature promulgates an international standard in protecting the rights of the child. I am proud that Michigan has adopted the inherent philosophies of human rights of the United Nations Convention on the Rights of the Child. Now, all we have to do is to get a representative of the United States to sign this for global application of human rights.
